Bayside Terrace Earns APWA Texas Public Works Project of the Year
RICHARDSON, Texas — Halff’s Bayside Terrace Waterline and Drainage Improvement project was selected as the Public Works Project of the Year for Small Cities/Rural Communities in the Environment category by the American Public Works Association (APWA) Texas Chapter.
The APWA Texas Public Works Project of the Year Award was established to promote excellence in demonstrating creativity, ingenuity and efficiency in the delivery of public works projects that have a profound impact on the community. The Environment category includes treatment and recycling facilities, landfill reclamation projects and sewer projects.

Halff performed engineering services for the Bayside Terrace Subdivision drainage improvements. The purpose of the project was to increase capacity and address existing flooding issues within the subdivision by regrading roadside ditches and upsizing the existing storm sewer system. Halff’s efforts in altering the design and implementing variances to save and protect trees in the neighborhood earned the project win in the Environment category.
The City of La Porte’s Director of Public Works Ray Mayo presented the award to Halff Team Leader Jim Bielstein during the City Council’s Drainage Committee Meeting on July 14.
